Student transportation in Oklahoma: FAQ for district transportation leaders

Answers to common questions from Oklahoma transportation directors, with a link to the official source for every answer. Updated October 2026. State rules change, so confirm details with OSDE before you act on them.

How does transportation factor into Oklahoma state aid?

Transportation is part of the state aid formula through the Transportation Supplement. The supplement equals your average daily haul times a per capita allowance times a transportation factor of 2.0. The per capita allowance depends on district density, meaning students divided by area served. Rural districts with long routes earn a higher per student allowance.

What is average daily haul and why does it matter?

Average daily haul is the number of children who are legally eligible to be transported and live 1.5 miles or more from their school by commonly traveled road. The formula uses your district's average daily haul from the preceding year. Accurate rider and address records this year feed directly into next year's Transportation Supplement.

Which student counts drive the rest of the state aid formula?

Oklahoma uses weighted average daily membership. The initial August allocation uses the previous year's total weighted ADM. For the final allocation in January, the formula compares the prior year's weighted ADM with the first 9 weeks of the current year and uses the higher of the 2.

What certification do Oklahoma school bus drivers need?

Under State Board rule 210:30-5-8, drivers are at least 18 and complete a school bus driver training course approved by the State Department of Education. Drivers hold an annual health certificate signed by a physician. The standard certificate runs 5 years, and renewal requires 4 hours of in-service training each year.
